De acordo com o documento, a proposta busca oferecer um espaço público que promova lazer, convivência e bem-estar para os moradores da região e das áreas vizinhas.
Na justificativa, Márcio Reis destacou que as praças não são apenas áreas de lazer, mas também ferramentas importantes para fomentar a cultura e o turismo local. Ele defende que é papel da administração pública garantir a existência de espaços públicos que atendam às necessidades da população, oferecendo locais adequados para a convivência social e atividades ao ar livre
